Dublin City Council (DCC)and Public Diplomacy: DCC’s Role in building the bilateral relations between China and Ireland

About the Speaker
Declan Hayden is based at the Office for Integration in Dublin City Council, Dublin, Ireland. He holds a Master in Philosophy in Ethnic and Racial Studies (2000) from University of Dublin Trinity College and a degree in English & Sociology (1995) from the National University of Ireland Maynooth. He has worked in the Department of Community & Enterprise in DCC since 2004 and developed the Office for Integration with his colleague Gerry Folan in 2007 from the original Intercultural Relations Unit. The Office is the main centre of integration among the main Public Service bodies in Dublin and Ireland and links closely with the Department of the Minister for Integration, Equality and Human Rights in the Civil Service Government. The Office works with all migrant and cultural groups in the city of Dublin, assisting them with all aspects of integration, equality and the prevention of racism and discrimination. A Strategy on Integration: Towards Integration —A City Framework was published and declaration of Intent signed by all members of the Dublin City Development Board in 2008.
The focus became very strong with the European Years on Intercultural Dialogue in 2008, on Creativity and Diversity in 2009 and on the prevention of Social Exclusion and Poverty in 2010. It has developed key links with European bodies ,the most important being Intercultural Cities Project and was formally ratified as a member of the network in September 2011 being placed 4th in the index of 41 cities. The office's main campaign is called "One City One People-—Dublin Says No to Racism and Discrimination" launched in 2010 and is run annually in the Autumn. He is also linked with key cultural festivals: Director of the Dublin Chinese New Year Festival, a key member on the boards of Experience Japan, Africa Day, Indian Diwali Festival and a founding member of the emerging National Irish Fine Arts and Decorative Council and is developing the seeds of a National Council for Irish Chinese Cultural Relations. On a personal basis he has a strong interest in social entrepreneurship and Sino-Hibernian history and connected with this he is currently writing a biography on the Honourable Desmond Parsons of Birr Castle Co. Offaly.
Abstract
This lecture will outline the functions and roles of the Dublin Chinese New Year Festival (DCNYF) and the work of the Office for Integration (OFI) in Dublin City Council, in developing strong Sino-Irish relations. Building on the twinning agreement between Dublin and Beijing the Festival within DCC is developing strong cultural links with national institutions, galleries, museums, universities and libraries in each city to engage and promote education on both cultures. The focus and involvement of the OFI in Intercultural Cities is also a significant ethic within our work in dealing with modern challenges of the 21st century city.
The lecture will outline the theory behind and the role of both projects, show how they are unearthing and protecting the history of the relationship between Ireland and China, celebrating both cultures and moving forward to build coherent bilateral relationships for the future.
